Councilor Kelly, seconded by Councilor Meisner, moved to amend the motion <br /> to change the funding amount to $12,500. <br /> <br />Councilor Meisner said that he was discouraged that the City of Springfield was not providing <br />some funding since more than half of the Safe Place sites were in that city. <br /> <br />Councilor Rayor supported the amendment and commented that Eugene was not getting help <br />from its intergovernmental partners. <br /> <br />Galen Phipps, Looking Glass, stated that the full amount of the funding was necessary. He said <br />that if the dollars were not found, the program would shut down. <br /> <br />Councilor Fart added that he was not confident that the program could find the funding it needed <br />from other agencies. <br /> <br />In response to a question from Councilor Lee regarding the lower amount of funding, Mr. Phipps <br />said that he could not afford to say no to the reduced the amount. He noted that the project was <br />expanding into Eugene and that by the same time in 2001 Eugene would have as many sites or <br />more as Springfield. <br /> <br />Councilor Pap8 commented that Eugene seemed to be funding a City of Springfield project. He <br />clarified with Mr. Phipps that there was no immediate funding coming from the City of Springfield. <br /> <br />Jill Bishop, the project coordinator, stressed that more sites were opening in Eugene. She said <br />that McDonald's in Eugene was going to join the program and added that all LTD buses were <br />going to be counted as safe places. <br /> <br />Councilor Pap8 reiterated that Eugene was funding a project mainly located in the City of <br />Springfield. <br /> <br />Councilor Meisner noted that Eugene would still be contributing 25 percent of the total budget for <br />the program and stressed the importance of getting the City of Springfield and Lane County to add <br />to the funding. <br /> <br />Mayor Torrey agreed with Councilor Meisner about the importance of getting contributions from <br />the City of Springfield and Lane County. <br /> <br /> The amendment passed 5:3, with Councilors Lee, Farr and Pap8 voting in <br /> opposition. <br /> <br /> Councilor Fart, seconded by Councilor Nathanson, moved to amend the <br /> motion to change the funding amount to $20,000. The vote resulted in a tie <br /> with Councilors Meisner, Rayor, Taylor, and Kelly voting in opposition. The <br /> amendment passed with a positive vote from Mayor Torrey. <br /> <br /> The main motion passed 7:1 with Councilor Meisner voting against. <br /> <br />Councilor Fart left the meeting at 9:55 p.m. <br /> <br /> MINUTES--Eugene City Council May 8, 2000 Page 9 <br /> Regular Meeting <br /> <br /> <br />
