The main motion passed unanimously. <br /> <br /> Councilor Lee, seconded by Councilor Taylor, moved to authorize the <br /> expenditure of $5,000 for the production of documents and curriculum for <br /> primary and middle school students on the history of communities of color in <br /> Eugene. <br /> <br />Councilor Meisner stated his strong support for the proposal but expressed his exceeding <br />disappointment that School District 4J only donated $200 to the proposal and that Lane County <br />had only donated $250 and that the City was being asked to fund the remainder. He reiterated <br />his disappointment in the City's intergovernmental partners. <br /> <br />Councilor Kelly expressed his desire to see the final result of the project and suggested that at <br />least one copy of the work end up in the public library. <br /> <br /> The motion passed unanimously. <br /> <br /> Councilor Lee, seconded by Councilor Taylor, moved to authorize the <br /> expenditure of $4,936.04 for the renovation of the new Sexual Assault <br /> Support Services facility. <br /> <br />Councilor Meisner noted that the City had already contributed to the proposal through Community <br />Development Block Grant funds and further noted that the City was also being asked to pay past <br />Lane County property taxes for the facility. He said that this was against council policy and called <br />for information from staff. <br /> <br /> The motion passed unanimously. <br /> <br /> B. River Road/Santa Clara Contingency Request <br /> <br />City Manager Johnson commented that items B and C were general contingency fund requests. <br /> <br /> Councilor Lee, seconded by Councilor Taylor, moved to authorize the <br /> expenditure of $25,000 in FY00 General Fund Contingency to develop a <br /> background report on River Road/Santa Clara. <br /> <br />Councilor Pap~ noted that the proposal had already been discussed and said that while the actual <br />machination of what would be done had changed, the funding mechanism had not. He said that <br />the Assistant City Manager had convinced him of the validity of the project and that he was in <br />favor of starting the project as early as possible. <br /> <br />Councilor Kelly said that the new proposed report would give a better baseline across a variety of <br />services to get started. He liked the idea of citizen involvement in the proposal.
