several months and the longer the beginning was postponed, the longer it would be before the <br />task forces could contemplate service delivery issues. <br /> <br />In response to a question from Councilor Kelly regarding his comfort with leaving such a Iow <br />Contingency Fund balance for the remainder of the fiscal year, City Manager Johnson said that he <br />had checked with City departments to see of they would have any extraordinary requests <br />forthcoming. He stressed that this did not mean that there would be no requests between the <br />current date and June 30. He went on to say that he was "a bit" uncomfortable with the remaining <br />amount in the fund and suggested signing an agreement giving notice to proceed and using <br />dollars from the next fiscal year to pay the bill in July. <br /> <br />Councilor Taylor raised concern over the Iow remainder left in the FYO0 contingency but said that <br />her main concern was that the people in River Road/Santa Clara, who were not currently annexed <br />to the City, would receive equal representation. She said that she would support the proposal as <br />long as those people were represented. <br /> <br />Councilor Farr supported beginning the project immediately. <br /> <br />Councilor Nathanson was also concerned over the Iow remainder left in the Contingency Fund. <br />She said that sometimes contingency funds needed to be used for unexpected events and the <br />remaining amount would quickly be eaten up by such an event. <br /> <br /> Councilor PapS, seconded by Councilor Farr, moved to amend the motion by <br /> reducing the funding amount to $10,000 with the provision that the remaining <br /> amount be found in the FY01 budget. <br /> <br />Councilor Pap8 expressed his nervousness at leaving such a Iow remainder in the FY00 <br />contingency and expressed a willingness to avoid such a Iow balance. <br /> <br /> The amendment passed unanimously. <br /> <br />Speaking to the main motion, Councilor Meisner clarified that Lane County had refused to fund the <br />proposal and reiterated his disappointment with the Lane County Board of Commissioners for its <br />lack of support to the program and its refusal of accountability for the River Road/Santa Clara area <br />of Lane County. <br /> <br /> The main motion passed unanimously. <br /> <br /> C. Consideration of Requests from Council Committee on Homelessness and <br /> Youth <br /> <br /> Councilor Lee, seconded by Councilor Taylor, moved to authorize the <br /> expenditure of $22,000 from the Contingency Fund to enhance the homeless <br /> parking/camping program with a pilot concept intended to move campers into <br /> permanent housing. <br /> <br />City Manager Johnson commented that the three proposals under Item C met the council's <br />approval criteria and noted that there was a strong community need for the first two.
