Councilor Fart stressed the importance of the pilot concept to move homeless campers into <br />permanent housing. He said that the pilot program would establish better turnover in the <br />homeless camping project by helping people to move up the housing ladder into more permanent <br />housing. He stressed the idea of working the pilot program into a future budget if it proved <br />workable. <br /> <br /> The motion passed unanimously. <br /> <br /> Councilor Lee, seconded by Councilor Taylor, moved to authorize the <br /> expenditure of $20,000 from the Contingency Fund to support a summer <br /> youth employment program. <br /> <br />Councilor Fart stressed the importance of employment programs for youth and said that the <br />amount was not a lot compared to what it could potentially leverage for the City in the future. <br /> <br />Councilor Kelly stated his support for the motion and said that it was another example of kids <br />making a difference. He called for a report on the results of the program at the end of the <br />summer. He asked staff to look at the possibility of ongoing funding and to check into <br />partnerships with various nonprofit organizations. <br /> <br />Councilor Lee commented that the City was making a small contribution to the overall program <br />which would last all year. He noted that Levis would also donate $17,000 to the program. He <br />said that it was a win-win situation for the government, private sector, and kids. <br />Councilor Rayor raised concern about the amount of contingency funds being spent. He called for <br />a report on who each of the partners were for the program, outcome measurements, and future <br />leveraging. He also called for a resolution on contingency fund rules/guidelines. He raised <br />concern that there was not fair participation in the project from the school districts and the County. <br /> <br />Councilor Pap~ called for a report on the program at the end of the summer. <br /> <br />Councilor Nathanson commented that she had attended an open house event at the Northwest <br />Youth Corps, and had heard personally from youths involved in the programs. She stressed how <br />impressed she was with the youth involved in the program. <br /> <br /> The motion carried unanimously. <br /> <br /> Councilor Lee, seconded by Councilor Taylor, moved to authorize the <br /> expenditure of $25,000 from the Contingency Fund to provide safety options <br /> to threatened youth. <br /> <br />Councilor Fart said that his committee brought forth the request. He said that the request was not <br />as large as he would have wanted to ask for and was smaller than the actual need of the project. <br />He called attention to the meeting packet, page 218, that showed that out of a $45,000 budget, <br />$1,000 came from the Springfield School District, $5,000 came from Lane County, and private <br />industry provided $3,200.
