Exhibit B <br />It is reasonable to require a specific hardscaped path from the street or alley to the entrance of the <br />accessory dwelling to provide an accessible route for residents and guests to the accessory dwelling, and <br />to clearly identify the entrance. The university area specific standard that requires the path be provided <br />from the alley if the parking is accessed off an alley is reasonable, so the resident(s) of the accessory <br />dwelling can have an accessible path from the parking area to the front door of the accessory dwelling. <br />it is reasonable that the accessory dwellings within the city -recognized boundaries of Amazon <br />Neighbors, Fairmount Neighbors and South University Neighborhood Association are subject to <br />specialized area -specific standards. The standards contained in EC 9.2751(17)(c) were adopted as <br />interim protection measures for the existing single-family neighborhoods surrounding the University of <br />Oregon (Amazon, Fairmount and South University), which have in recent years experienced a substantial <br />increase in unforeseen housing development associated with the skyrocketing demand for private <br />student housing in the proximity of the university. Residents of those neighborhoods supported this <br />regulation as a way to help make the new development less impactful on the livability of the <br />neighborhood. Livability is an important Statewide Planning Goal 14 concept, along with <br />accommodating the need for compact development. <br />As part of Envision Eugene, the city is committed to completing area planning for the university area <br />neighborhoods, including consideration of specific design standards for housing to addresses impacts <br />from proximity to the University of Oregon. The interim protection measures are intended to limit <br />further negative impacts until the area planning process is completed. It is expected that these interim <br />measures will be replaced by a more comprehensive set of development and design standards <br />established as part of the area planning effort. <br />9.2751 Special Development Standards for Table 9.2750. <br />(17) Secondary Dwellings in R-1. <br />(a) General Standards for Attached Secondary Dwellings. Except as <br />provided in subsection (c) below, secondary dwellings that are within the <br />same building as the primary dwelling shall comply with all of the <br />following: <br />4. Minimum Attachment. The secondary dwelling and the primary <br />dwelling must share a common wall or ceiling for a minimum <br />length of 8 feet to be considered attached. <br />(c) Area -Specific Secondary Dwelling Standards. The following standards <br />apply to all new attached or detached secondary dwellings in the R-1 <br />zone within the city -recognized boundaries of Amazon Neighbors, <br />Fairmount Neighbors and South University Neighborhood Association: <br />6. Minimum Attachment. The standards at EC 9.2751(17)(a)4. are <br />applicable. <br />Findings: The requirement for a minimum attachment between an accessory dwelling and the primary <br />dwelling to be considered "attached" is related to design because it relates to the plan or scheme for <br />construction of the accessory dwelling. <br />17 <br />
