URBAN RENEWAL AGENCY PUBLIC HEARING AND ACTION: A Resolution Adopting a
Supplemental Budget; Making Appropriations for the Urban Renewal Agency of the
City of Eugene for the Fiscal Year Beginning July 1, 2000 and Ending June 30, 2001.

Mr. Torrey opened the public hearing. Seeing no one wishing to speak, he closed the public
hearing and asked for agency member questions/comments.

Ms. Taylor, seconded by Ms. Nathanson, moved to approve Resolution 1010,
adopting a supplemental budget; making appropriations for the Urban
Renewal Agency of the City of Eugene for the fiscal year beginning July 1,
2000, and ending June 30, 2001.

In response to a question from Mr. Rayor regarding the River Front Capital Development Trust
Fund, Paul Farmer said that the transfer of funds to the University of Oregon had to do with funds
received from the State of Oregon for grants in the Riverfront District. Because of previous
decisions made by the council regarding the district, those grant funds were being transferred to
the University to carry out its mission.

In response to a question from Mr. Pap8 regarding an allocation to study the Franklin Boulevard/
Willamette River Corridor, City Manager Johnson said that it was not a full transportation study but
was the dollars allocated for Phase 2 of the downtown visioning process in addition to work on
pedestrian movement and items related to the proposed new federal courthouse location. He
noted that the study was being done in conjunction with the Oregon Department of Transportation.

Roll call vote; the motion passed unanimously.

Mayor Torrey adjourned the meeting of the urban renewal agency and reconvened the meeting of
the Eugene City Council.

V.
