Eugene -Springfield Area Natural Hazards Mitigation Plan <br />6. Appendices <br />an expansion was necessary to accommodate additional jobs, park, and school needs. <br />Major components of the UGB include: <br />• Clear Lake Road expansion area for 3,000 jobs, a park, and a school in the <br />Bethel Neighborhood, and the proposed Clear Lake Overlay Zone. <br />• Santa Clara expansion area for a new community park. <br />• Development of a new Eugene -specific Comprehensive Plan with chapters <br />addressing Economic Development, Transportation, Administration and <br />Implementation (including growth monitoring), and the Urban Growth <br />Boundary. <br />• Proposed housing strategies, including planning for 1,000 high density homes in <br />downtown and 600 medium density homes in existing medium density areas. <br />The expansion areas do not include land with a slope of 25% or greater or land in the <br />100-year floodplain. The areas are partially constrained by the presence of wetlands. <br />Development impacts in wetland -constrained areas will be mitigated through the <br />development of "green infrastructure" practices described in the Eugene Stormwater <br />Master Plan.5 <br />The remainder of Eugene's housing need will be accommodated on existing vacant and <br />partially vacant lands and through redevelopment. Additionally, the City Council <br />provided direction committing the City to monitor and report on growth assumptions <br />and outcomes, improve the land use code for needed housing development, and begin <br />urban reserves planning for the long-term population growth. <br />The Springfield Residential Land and Housing Needs Analysis (RLHNA) documented <br />that the land currently designated as High, Medium and Low Residential and Nodal <br />Mixed -Use plan designations will accommodate the expected residential housing need. <br />Therefore, Springfield is focused on the need for industrial and employment lands. The <br />Commercial and Industrial Buildable Lands Inventory for Springfield concludes that <br />there will be a 32% increase in the number of employees between 2010 to 2030, <br />equaling roughly 13,000 new jobs. <br />The City of Springfield co -adopted an ordinance with Lane County to expand <br />Springfield's UGB, and to change Economic and Urbanization land use policies and <br />zoning to establish a 20-year supply of land for job creation. The expansion and land <br />use policies and zoning changes became final after acknowledgement by the Oregon <br />Department of Land Conservation and Development in 2019. In order to provide for <br />this growth in employment, the City of Springfield will need to expand its UGB.
