2020 Eugene Wastewater Master Plan Chapter 7: Major System Expansion 51 <br />Chapter 7 - Major Collection System Expansion <br />PURPOSE <br />The purpose of this chapter is to summarize major wastewater collection system expansion in <br />predominantly undeveloped areas within the Urban Growth Boundary. <br />GENERAL COST INFORMATION <br />Cost estimates and a general service plan have been prepared for wastewater lines 10 inches and <br />greater in diameter, pump stations, force mains, and 8-inch wastewater lines necessary to serve a pump <br />station. In addition, Maps 7-B through 7-I indicate possible locations of 8-inch wastewater lines, but <br />only for demonstrating the ability to serve all areas of the basin. In all cases, the plan is only one option <br />for providing service. Based on development patterns, alternatives can be prepared that vary from this <br />plan, provided that no plans are approved that cannot ultimately serve the entire basin. <br />Project cost estimates are based on preliminary design information and an Engineering News Record <br />Construction Cost Index of 11281, which is the average index for 2019. An additional 35 percent has <br />been added for engineering and administration costs. Contingency or escalation factors are not <br />included. <br />Funding for these projects can happen in several ways. If the project is driven by a development, the <br />developer would pay for the improvements and may receive SDC credits for constructing pump stations <br />with capacity beyond that needed by the immediate development. They may also receive SDC credits for <br />constructing wastewater lines greater than 8 inches in diameter. <br />If the City initiates a project, a portion of the cost would be assessed to adjacent property owners and <br />other benefitted lot owners. The balance would be funded by SDCs. <br />Because SDCs and assessment funds have strict protocols on their use, additional funds may be needed <br />for major system expansion projects to cover items such as: <br />• City costs related to petition or development projects <br />• Manhole cover replacement <br />• Deferred assessments <br />• Improvement to existing facilities <br />• Correction of system problems outside the rehab program <br />
