IMPLEMENTATION AND FINANCING PLAN <br />development projects as they relate to specific environmental impact categories. A complete evaluation of <br />the impact categories identified in FAA Orders 1050.1F and 5050.4B is required during an EA or <br />Environmental Impact Statement (EIS). Categorical Exclusions (CATEX) require evaluations of extraordinary <br />circumstances to ensure that projects, typically causing minimal environmental effects, would not cause <br />effects requiring more analyses in an EA, or possibly, an EIS. <br />In preparing for implementation of CIP projects, discussion with FAA environmental staff should take <br />place to determine the best course of action for environmental processing. Due to the type and number <br />of future capital projects that will likely require environmental documentation, it is recommended that <br />Eugene Airport consider developing an overall strategic environmental plan. This effort should determine <br />the scale of environmental compliance needed for each future project, and examine opportunities to <br />group environmental projects together to minimize project costs and maximize efficiency. <br /> AIRPORT FUNDING SOURCES <br />The typical airport cannot satisfy capital development funding needs strictly from their own internal <br />funding sources. Federal, state, local, and private funding combine with airport funds and bond proceeds <br />(supported by airport revenues and/or municipal support) to generate the funds required to undertake <br />capital improvement projects. Federal funding sources include Airport Improvement Program grants <br />which are subject to Congressional modification or other entities with jurisdictional control over a <br />particular funding source. <br />Specific project eligibility criteria vary depending upon the funding source. When identifying potential <br />funding sources, it is critical to examine each project element to determine its eligibility for each program <br />or funding source. Another important consideration is the availability of funds for each funding source. <br />The following sections describe primary external funding sources which may be available to provide <br />capital for the preferred development. <br /> Federal Funding Sources <br />Federal funding is available to airports through the FAA Airport Improvement Program (AIP) dependent <br />upon the airport category, the role filled within the National Plan of Integrated Airport Systems (NPIAS), <br />and the priority of the improvement as determined within the National Priority Ranking System (NPS). The <br />Airport Improvement Program has experienced a rather tumultuous journey over the last 20 years having <br />gone through many congressional acts, temporary extensions, and even lapses in funding to maintain the <br />program. The most recent iteration of AIP funding legislation is the FAA Extension, Safety, and Security <br />Act of 2016 (H.R. 636), which authorized the extension of the AIP through the end of the Federal Fiscal <br />2 <br />Year (FFY), September, 30, 2017. Funds obligated for the AIP are drawn from the Airport and Airway Trust <br />Fund (Trust Fund), which is supported by user fees, fuel taxes, and other similar revenue sources. Trust <br />Fund revenue resources are shown in Table 5-1. <br /> <br />2stth <br /> The Federal Fiscal Year (FFY) lasts from October 1 to September 30.
