Fyijcju!D! <br />A.23 Reduce impacts of higher density residential and mixed-use development on <br />surrounding uses by considering site, landscape, and architectural design <br />standards or guidelines in local zoning and development regulations. <br /> <br />The above policies have the common themes of increasing density, variety and affordability in <br />housing types, while considering impacts to existing developments. One of the main goals of <br />objective zoning regulations. The proposed amendments are intended to provide clarity and <br />promote efficiency in development, which can open up the possibility for providing denser <br />housing and/or a wider variety of housing types. To the extent that allowances will increase <br />development, the impacts of that increased development are balanced with the addition of <br />transition standards and updated tree preservation standards. A more detailed discussion of <br />both standards can be found in the statements of compliance under Statewide Planning Goal <br />10. Based on the balanced approach to making the process for approval under clear and <br />objective standards more efficient and effective, the amendments are consistent with the <br />policies above. <br /> <br />A.24 Consider adopting or modifying local zoning and development regulations to <br />provide a discretionary design review process or clear and objective design <br />standards, in order to address issues of compatibility, aesthetics, open space, and <br />other community concerns. <br /> <br />The above policy directs the City to consider updating the code to address compatibility, <br />aesthetics, open space, and other community concerns. The above policy provides support for <br />the proposed addition of transition standards, and the proposed updates to tree preservation <br />and removal standards. The proposed amendments address compatibility, aesthetics, open <br />space and other community concerns raised during the scoping phase through clear and <br />objective design standards and, therefore, are consistent with this policy. <br /> <br />A.33 Consider local zoning and development regulations impact on the cost of <br />housing. <br /> <br />The proposed amendments open up potential for smaller in-fill sites by reducing barriers and <br />creating opportunities for more affordable development. By intentionally excluding some <br />smaller sites from compliance with some of the more stringent standards, potentially undue <br />cost burdens are minimized. Where possible, proportionality was written into the standards to <br />better support infill housing development. Based on this consideration, the proposed <br />amendments are consistent with the above policy. <br /> <br />Envision Eugene Comprehensive Plan <br />The Envision Eugene Comprehensive Plan does not contain any policies relevant to this <br />amendment. <br /> <br />Applicable Refinement Plans <br />To the extent that polices in the refinement plans constitute mandatory approval criteria a <br />Qbhf!22!pg!32! <br /> <br />
