The plan the policy is <br />from is listed in (bold) followed by policies in (italics) and discussion. <br /> <br />Fairmount-University of Oregon Special Area <br />The following policy appears to be the only policy applicable to the proposed amendments. <br />Policies East Campus Area: <br />4. The City shall encourage the University to develop its high and medium-density <br />residential units with concern for adequate parking and appropriate parking solutions, <br />regard for landscaping, and consideration of the impact on the rest of the neighborhood. <br /> <br />To the extent that the above policy places responsibility of mitigating impacts to the existing <br />neighborhood by new development, the proposed amendments are supported by this policy. In <br />particular, the proposed transition standards will mitigate the potential visual and spatial <br />impacts of higher intensity development located near lower intensity development. <br /> <br />Jefferson Far West Refinement Plan (1983) <br />The following residential policies in the Land Use Element of the plan lend general support for <br />the amendment: <br /> <br />Residential <br />2.0 Increase the opportunity for home ownership within the area. <br />3.0 Encourage a mixture of housing densities and types to allow a diverse population <br />group to live in the area. <br />15. Low-to Medium-Density Residential Area: <br />This area shall be recognized as a low- to medium-density residential area. The City shall <br />explore methods of encouraging an increase in residential density yet maintaining the <br />character of the area. Residential densities beyond ten units per acre shall be allowed, <br />subject to an approved block plan or rezoning to R-2 in conjunction with a site review. <br /> <br />One of the main goals of the proposed amendments is to remove barriers to housing by <br />The proposed amendments are <br />intended to provide clarity and promote efficiency in development, which can open up the <br />possibility for providing denser housing and/or a wider variety of housing types. More available <br />housing stock should increase the opportunity for home ownership within the plan area. To the <br />extent that the amendments will increase development, the proposed transition standards <br />reduce impacts of higher intensity development when located near property zoned for lower <br />intensity development. Additionally, the updates to the tree preservation and removal <br />standards set thresholds which reduce barriers for smaller in-fill sites which has the potential to <br />increase density.
