(a) All development of F,-,h3,-,cc public places throughout downtown should <br /> be enhanced through the careful design of civic buildings, streetscapes, <br /> parks and plazas~, including public art and other elements to <br /> create special places for all ages. (Policy 1) <br /> <br />(b) The city should Cconnect special places downtown with enhanced street <br /> designs, public art, directional signs, transit routes, and historic markers to <br /> create an inviting and memorable route through downtown. (Policy 2) <br /> <br />(c) The city should Ppromote adjacent park and open space areas as a <br /> valuable complement to downtown's urban places. Improve connections <br /> between downtown and nearby nature areas. (Policy 3) <br /> <br />(5) Living Downtown. <br /> <br />(a) The city should Sstimulate multi-unit housing in the downtown core and on <br /> the edges of downtown for a variety of income levels and ownership <br /> opportunities. (Policy 1) <br /> <br />(b) The city should Rreinforce residential use in neighborhoods abutting the <br /> downtown commercial core to help contain commercial activity in downtown <br /> and maintain the historic character and livability of adjacent neighborhoods. <br /> (Policy 2) <br /> <br />(6) Downtown to the River. <br /> <br />(a) All planning and development in downtown should J, incorporate the <br /> Willamette River as an integral element of downtown. (Policy 1) <br /> <br />(b) The city should C, collaborate with EWEB to encourage relocation of their <br /> utility facilities. (Policy 2) <br /> <br />(d) The city should Ffacilitate dense development in the Courthouse area and <br /> other sites between the core of downtown and the river. (Policy 4) <br /> <br />(7) Cultural Center. <br /> <br />(a) The city should Pprovide and promote development and community <br /> events that reinforce downtown's role as the cultural center for the city and <br /> region. (Policy 1) <br /> <br />(b) The city should Rreinforce the creative, distinctive culture of downtown as <br /> the arts and entertainment center of the city. (Policy 2) <br /> <br /> <br />
