The applicant has addressed the problem of noise, safety, air quality and <br />compatibility with nearby industrial activities by proposing a large buffer of nonresidentiall - <br />. .. ,. In addition, the , applicant has <br />proposed to fence and landscape the entire western boundary of the property, consistent <br />with wetlands regulations, to provide a bermed and fenced buffer at least 30 feet deep, <br />along with a similar buffer area at least one hundred feet deep along the northwest <br />boundary. These buffers shall be requirements of this plan amendment, to be implemented <br />upon site review. <br />Goal S -Recreational Needs. This goal re wires tannin for recreation areas facilities and <br />q p $ <br />opportunities in appropriate proportions and in such quantity and locations as is consistent <br />with the availability of resources. The Springwood proposal amply provides for these <br />resources. It calls for a day care center, outdoor youth recreational area, and a senior <br />center. The park <br />provides the neighborhood with open space, softball, picnicking, basketball facilities, and <br />open space, The Springfield area is well-served by the willamalane Parks and Recreation <br />District, with a complete park system, indoor pools, and athletic facilities. The central <br />location of the site will make efficient use of these facilities in awell-served part of town. <br />Goal 9 -Economic Development.
