M E M O R A N D U M <br />April 20, 1992 <br />To: Hearings official <br />FRAM: Les Lyle, City Engineer <br />SUBJECT: STREET PAVING AND STORM SEWER CONSTRUCTION MYERS ROAD <br />FROM GILHAM ROAD T4 644-FEET WEST CONTRACT #91-17~ <br />BACKGROUND <br />This project was initiated by property owners. The properties <br />petitioning far the improvements will bear 64 percent of the <br />assessable improvement costs. A poll letter provided a variety of <br />options for pavement width per the proposed street standards matrix <br />for unimproved local roads. Property owners selected a 20-foot <br />wide, nv parking alternative. <br />Based on the petition, the City Engineer initiated the project, as <br />provided for in the Eugene Code 7.1608} on July 19, 199a. The <br />property owners were notified of the pending local improvement <br />district hearing 10 days prior to the hearing. The local improve- <br />ment district was authorized by the Council on July 8, 1991. The <br />low bid was submitted by Eugene Sand & Gravel, Inc. fvr an amount <br />of $84,110.00. After review by staff, the bid prices were found to <br />be acceptable. <br />Since the Lane County Assessment and Taxation office began a <br />systematic remapping of the tax lot identification system in Lane <br />County, the tax lots in this project were assigned new tax lot <br />numbers and in some cases, new quarter sections as well. <br />Tax lots 17-03-20-22-08100, 17-03-20-22-08200, and 17-~03-20-22- <br />08300, are owned by one individual Dallas Graham} and are part of <br />a proposed plat. Anthony plat is expected to be filed by May 5, <br />1992. <br />PROJECT <br />Improve Myers Road from Gilliam Road to 600-feet west with a 20-foot <br />wide curb and gutter street, storm sewer, driveway adjustments, and <br />`sanitary sewer. Sidewalks are not included with this project. <br />
