The PAC convened two additional meetings <br />in April, 1991, to finalize their recommendations for aPAC-recommended draft <br />Refinement Plan. <br />33 Notices of PAC meetings and Springfield Planning Commission work session were sent <br />to over 220 interested parties on an ongoing basis. <br />4} Time was allocated at every PAC meeting for public comment. <br />5} Letters were sent to all owners of property for which a change in Metro Plan <br />designation or zoning was recommended. <br />6} Legal notice of the joint public hearings held by the Springfield, Eugene, and Lane <br />County planning commissions was printed in the Springfield News and the Register <br />Guard on September 11, 1891. <br />7} Notification of the joint planning commission public hearings was mailed to all property <br />owners and residents of the Refinement Plan area on September 12, 1991. <br />8} The staff report and findings were made available to the public seven days prior to the <br />initial evidentiary hearing, <br />Goal 2~ ~„„Land„Use Planning <br />Goal 2 mandates the establishment of a land use planning process and policy framework to be use as <br />a basis for all land use decisions. It requires special district plans to conform to the adapted <br />comprehensive plan. <br />Findings: <br />1 } Land uses, natural and historic resources, and public facilities were inventoried and <br />evaluated as part of the Gateway area planning process, <br />2} Metro Plan criteria and policies for determination of land use designations were applied <br />in making the legislative [and use decisions as part of the planning process. Additional <br />criteria that were developed and systematically applied to determine site-specific land <br />use designation are clearly stated in the Refinement Plan. <br />3} Citizen involvement was an integral part of every phase of the planning process see <br />findings for Goal ~ above}. <br />4} The Metro Plan Diagram amendments are consistent with the Metro Plan's text and <br />with the Gateway Refinement Plan. <br />Goal 5 0 en S aces Scenic and Historic Areas and Natural Resources <br />Goal 5 is intended to "conserve open space and protect natural and scenic resources."
