Findings: <br />1) The Draft Metropolitan Natural Resources Special Study, i 99 ~ (NRSS, which is being <br />conducted in lieu of a Metro Plan update, contains an inventory and Goa! 5 analysis of <br />seven! natural resaurce sites in the Gateway Refinement Plan area. Unti! the NRSS is <br />finally adopted, interim waterside protection policies are applied to the Maple Island <br />Slough and the McKenzie River riparian areas, which are twa of the areas inventoried <br />in the NRSS, The Refinement Plan provides for development and application of a <br />natural resources land use designation to the Maple lsland Slough, pending adoption <br />of the NRSS. <br />2~ The Guy Lee riparian area and the Soil Conservation Service ~SCSy Channel ~6 are <br />inventoried in the NRSS and are recommended for redesignation to Parks and Open <br />Space due to their Goal 5--natural resource--values, as wel! as public recreations! <br />valves. See area 3 on the attached map. <br />3j Gateway Refinement Plan policies require delineation and assessment of wetland areas <br />prior to approval of development proposals affecting potential wetland areas. <br />Goal 81 Recreational Needs <br />Goa! 8 is intended "to satisfy the recreational needs of the citizens of the state and visitors and, where <br />appropriate, to provide for'the siting of necessary recreational facilities including destination resorts." <br />Findings: <br />~ y The redesignatian of area 3--the Guy Lee Park~area and the SCS Channel #6--and of <br />area 2--Eugene Water and Electric Board right of way-to Parks and Open Space <br />provides opportunitiestodevelopadditional recreationalfacilities inthe Refinement Plan <br />area. <br />~~ The development of a bikeway and pedestrian pathway. system throughout the <br />undeveloped and underdeveloped portions of the Refinement Plan is being studied by <br />the Willamalane Park District as part oftheir Comprehensive Plan update process. The <br />specific location of these developments wil! be secured through cooperation of the <br />City, Willamalane, and affected property owners. <br />3y Natural Assets, Open SpacelScenic Areas, and Recreation Policy 2.0 recognizes the <br />unsuitability a# the McKenzie River flaodway for urban development and recommends <br />its usage for fulfilling community recreation needs and for buffering the river from the <br />impacts of adjacent urban development. <br />Goal 91 Economic Development <br />Goal 9 provides for "adequate opportunities throughout the state for a variety of economic activities <br />vita! to the health, welfare, and prosperity of Oregon's citizens."
