References to staff recommendations and Plan Advisory Committee recommendations <br />have been deleted. References to speci#ic Planning Commission recommended changes to the Draft <br />Gateway Re#inement Plan will be deleted upon final adoption of ordinances incorporating these <br />findings. <br />FINDINGS <br />DEMQNSTRATING CONSISTENCY DF THE GATEWAY REFINEMENT PLAN <br />WITH THE EUGENE•SPRINGFIELD METR4PDLITANAREA GENERAL PLAN <br />AND THE SPRINGFIELD DEVELQPMENT CDDE <br />Section 8.034 of the Springfield Development Code iSDC} specifies criteria that must be met by the <br />Planning Commission and City Council in reaching a decision to adopt a refinement plan, These criteria <br />have been adopted consistent with Element 1V--Plan Review, Amendment, and Refinement--vf the <br />Eugene•Springfield Metropolitan Area General Plan. In accordance with SDC 8.030, findings must be <br />adapted that demonstrate compliance of the proposed refinement plan with (~) the Metro Plan, (2} <br />applicable state statutes, and (3} applicable State-wide Planning Goals and Administrative Rules. <br />METRQ PLAN <br />In order to demonstrate consistency with the Metro Plan, policies #ram each of the specific elements <br />in Chapter Ill of the Metro Plan, which are relevant to the adoption of the Gateway Refinement Plan, <br />are cited below and are followed by findings that demonstrate how the Gateway Refinement Plan <br />complies with them, <br />Residential Land Use and Housin Element ffI-A <br />Policy I11-A-4 (~ }; Coordinate new residential development with the provision of an adequate level of <br />services and facilities, such as sewers, water, transportation facilities, schools and parks. <br />Findings: <br />~} Residentially designatedland inthe urbanizableportion ofthe Gateway Refinement Plan <br />area is currently without an adequate level of key urban services, particularly <br />transportatian and sewer facilities. However, these services can be provided within <br />a reasonable period of time. (See Residential Element Finding X30.} <br />2} Residential Policy 13.0 and its implementation actions require a conceptual <br />development plan for the undeveloped~underdevelaped MDR-designated area in the <br />unincorporated area east of Game Farm Road South, implementation action 13.4 <br />requires that the conceptual development plan address the necessary key urban <br />services. <br />3} Transportation implementation action i 1.2 (RECaMMENDED IN THE SPRINGFIELD <br />PLANNING C4MMISSIaN CHANGES} ensures that adequate access and circulation will <br />be provided as future residential development occurs in the vicinity of Colonial Drive, <br />and will provide for the mitigation of a currently substandard local street v~ith <br />inadequate access. <br />1 <br />
