Policy 1I1-A-5 ~$f : Continue to encourage the dispersal of housing for all income groups. <br />Findings: <br />~ ~ The Gateway Re#inement Plan contains areas for a(I of Springfield's housing <br />types at Iow, medium, and high densities. <br />Zy Residential Policy 2,0 requires continued City support for the home repair and rental <br />rehabilitation programs, which helps maintain housing stock for a diversity of housing <br />opportunities. <br />3~ Residential Policy ~ 6.0 and its implementation actions provides City assistance and <br />incentives for deve(oprnent of a range of housing opportunities that includes housing <br />for iow and moderate income residents. <br />4~ Maintaining the MDR Metro Plan designation and zoning on the entire ~ 80-acre area <br />east of Game Farm Road South SAS RECOMMENDED 1N THE SPRINGFIELD PLANNING <br />COMMISSION CHANGES, maintains the metropolitan area's ability to provide a wide <br />variety of housing fin terms of type and cost? through density allocations. <br />Policy III-A-5 (1 ~ ~: Encourage retention of large parcels or consolidation of small parcels of <br />residentially zoned land to facilitate their use or reuse for projects requiring such parcels. <br />Findings: <br />lj Retention of the large parcels of undeveloped and underdeveloped MDR-designated <br />land east of Game Farm Raad South is accomplished through the Development Area <br />Plan requirements of the Gateway Refinement Plan Residential Policy i 4.4 and its <br />implementation actions, as well as the Article ~9--Urbanizable Fringe Overlay District-- <br />of the Springfield Development Cade. <br />Policy Ili-A-5t1 Z~: Promote compatibility between residentially zoned land and ad'acent areas. <br />Findings• <br />~~ Residential Policy 3.0 provides forbuffering between residential areas and the freeway. <br />~~ Residential Policy 17.0 provides for buffering of resident:ally designated areas from <br />public facilities, including roads, fire stations, and sanitary and storm sewer. <br />3j Residential Policy 9,0 provides for buffering between general office 4G0) uses and <br />residential uses. <br />4~ Commercial Policy 1,0 provides far buffering between commercial uses and adjacent <br />residential uses, to be implemented through the site plan review process. <br />5~ industrial Policy 4,Q provides for bu#fering between industrial; commercial, and <br />residential uses. <br />Policy III-A-fill fij: Encourage location of nonresidential uses, such as neighborhood commercial and <br />small-scale light industry, within residentially designated areas when those auxiliary uses are <br />compatible with refinement plans, zoning ordinances, and other local controls for allowed uses <br />in residential neighborhoods. <br />z <br />
