Shrubs, when used as <br />parking garage perimeter screens, shat 1 be planted i n minimum three <br />gal 1 an cantai ner sizes, or l arger, as necessary to achieve a~ mi n i mum <br />height of 3fi inches within two years after planting. <br />~1} Exceptions.
