The planning director's decision shal 1 be based on the <br />fallowing criteria: <br />~f} The proposed subdivision is laid out to provide safe, <br />convenient, and direct bicycle and pedestrian access to nearby and <br />adjacent residential areas, transit stops, neighborhood activity <br />centers, commercial areas, and industrial areas, and to provide <br />safe, convenient and direct transit circulation. At a mi nimum, <br />"nearby" i s interpreted to mean uses within 1/4 mi 1 e which can <br />reasonably be expected to be used by pedestrians, and uses wi th i n <br />one to two miles which can reasanabl y be expected to be used by <br />bicyclists. <br />Section 10. Where necessary to insure <br />safety, reduce traffic hazards and promote the welfare of the <br />general public, pedestrians, bicyclists and residents of the subject <br />area, the planning or public works directors may require that local <br />streets be so designed as to discourage their use by non-local <br />automobile traffic. <br />~fi} Future Extension of Streets. Where the subdivision or <br />parti ti an i s adjacent to 1 and 1 i kely to be divided i n the future, streets, <br />b~ cycl a paths, and accessways shat 1 cant ~ nue through to the boundary 1 i nes of the <br />area under the same,ownershi p as the subdi vi si an or partition, where the planning <br />or publ ~ c works d~ rector determ~ nes that such cvnti neat i on i s necessary to <br />provide for the orderly di vi s i On of such adjacent land, or the transportation and <br />access needs of the community. <br />~1} Cul -de-Sacs. There shat 1 be nD cul -de-sac more than 40D feet <br />1 ong. Each cul -de-sac shal 1 have a ci rcul ar end wi th a mi nimum diameter of <br />right-of -way width and paving as shown i n the table i n subsection ~ ~ } . The <br />planning director shall require public accessways from cul-de-sacs where <br />necessary to provide safe, convenient, and direct circulation for pedestrians and <br />b~ cycl ~ sts . <br />~1D} Transit Facilities. <br />~a} The planning director may require pravi si ons, including <br />easements, for transit facilities where future transit routes are <br />required on streets extending through or adjacent to the area of the <br />subdivision, and where a need for bus stops, bus pullouts or other <br />transit facilities within the subdivision or partition has been <br />identified. <br />~ b} Where the provision of transit stops, bus pullouts or <br />Ordinance - fi <br />
