MEMORANDUM <br />Date: December 20,1995 <br />From: Les Lyle, City Engineer <br />To: Hearings Official <br />SUBJECT: ALLEY PAVING BETWEEN GARDEN AVENUE AND FRANKLIN <br />BOULEVARD FROM WALNUT STREET TO VILLARD STREET <br />(CONTRACT #95-05) (JOB #3187) <br />BACKGROUND <br />This project was initiated by a petition poll, letters} from property owners within the LID <br />supporting the improvement who will bear 51 percent of the assessable cost. <br />Based on the petition pall letters}, the City Engineer initiated the project, as provided for in the <br />Eugene Code 1.1608}, on December 17',1993 and the City Council formed the LID on April 10, <br />1995. The project has been completed, and final assessment costs have been calculated. <br />P RoJ ECT <br />The project included construction of a 14-foot wide concrete alley and storm drainage facilities. <br />ASSESSMENT <br />Under City of Eugene assessment policy, 92.55 percent of the improvement costs will be <br />distributed to the abutting property owners with the balance f nanced by the City. Below are the <br />final unit assessable costs. <br />Alley Paving $24.521front foot <br />Alley Paving $ .211sq. foot <br />Cost to city: <br />$5,495.83 <br />The assessable unit costs listed below are based on the low bids received prior to construction <br />and were quoted to property owners at the LID hearing following the bid opening: <br />Alley Paving $25.521front foot <br />Alley Paving $ .211sq. foot <br />Rainer Schmid, 2050 Garden tax lot 17-03-33-32-00400} Assessment amount $2,399.50} has <br />voiced concern regarding the transition paving costs ~2-3 foot width} being included in the final <br />assessment. Typically, alley improvements within an existing setting require adjustment of the <br />surrounding improvements ~generafly parking lots and driveways} to match with the final grade <br />
