25 <br />Aircraft manufacturers are permitted to Self-Service Aircraft under their care, custody, and <br />control prior to delivery to customers and during warranty periods. Airlines are permitted to <br />Self-Service Aircraft that may be owned or leased by an air carrier with a separate legal <br />identity from the airline and providing scheduled passenger service at the Airport in <br />accordance with a contract or agreement with the airline. <br /> <br />d. Educational institutions are allowed to Self-Service Aircraft used in a certified aviation <br />educational program. <br /> <br />e. Self-Service may be conducted by the United States military for all United States military <br />Aircraft. <br /> <br />f. Self-Service may be conducted only by the Aircraft owner or operator, including an <br />employee or contractor of the Person who owns the Aircraft. The Airport Director may <br />require evidence of employment, such as a copy of the employee’s W-2 Statement or <br />evidence of a contract. <br /> <br />g. The City may choose to designate areas on the Airport where Aircraft owners and <br />operators may engage in Self-Service. <br /> <br />VI. Cleaning, Painting and Maintenance of Aircraft <br /> <br />a. Aircraft maintenance must occur within hangars or in common areas designated by the <br />City, provided such activity does not pose a fire or safety hazard, complies environmental <br />requirements, and does not impede movement of other Aircraft in the area. <br /> <br />b. Aircraft painting must occur only in designated areas approved for that activity by the City <br />with all required environmental permits. Outdoor Aircraft painting is prohibited. Tenants are <br />solely responsible for obtaining all local, State, or Federal environmental permits. <br /> <br />c. Aircraft cleaning and maintenance must occur only in the areas and in the manner <br />prescribed by the City and in compliance with the Airport Storm Water Management Plan. <br />Under no circumstances is maintenance that involves hazardous materials to be performed <br />in areas that do not contain oil/water separators or other approved methods of fluid <br />collection. <br /> <br />VII. Limits on Aeronautical Activities <br /> <br />a. The following types of Aircraft and other aerial devices may not operate at the Airport <br />without Approval of the Airport Director: <br /> <br />1) Ultralight Aircraft. <br /> <br />2) Unmanned aerial vehicles. <br /> <br />3) Kites, model airplanes, tethered or non-tethered balloons, rockets and similar <br />aerial devices. <br /> <br />b. Use of any portion of the Airport as a designated drop zone for parachute jumping or <br />skydiving is strictly prohibited. <br /> <br />c. The Airport Director may seek review by the FAA upon receipt of an application to conduct <br />the foregoing Aeronautical Activities or another Aeronautical Activity not then occurring on <br />the Airport. In the event that the Airport Director grants approval to conduct an Aeronautical <br />Activity, the written approval shall be in the form of a directive authorizing the applicant and <br />other similarly situated Persons the right to conduct the Aeronautical Activity and <br />prescribing specific conditions on use of the Airport for the Aeronautical Activity.
