Thi s rezoning (PA 1447-88) became effective on <br />July 25, 1988. <br /> <br />,. <br /> <br />5. ORS 215.213(2)(0 allows golf courses as conditional uses within exclusive <br />farm.use districts. . <br /> <br />6. The property has not been designated as a significant viewpoint or vista or <br />a significant historic or archeological site by Lane County. Neither has <br />the property been designated as having significant fish, wildlife or <br />natural (vegetative) areas. <br /> <br />7. There are no agr'icultural operations in the vicinity of the property; the <br />nearest agricultural operation occurs about one mil eaway. <br /> <br />8. The property is identified on the Metro Plan's scenic inventory, apparently <br />because of its trees. and view of the Wi1lamette River, and is designated <br />for aggregate extraction by the Metro Plan Diagram. . <br /> <br />9. The TransPlan Bicycle System Map shows a bikepath (#223) generally located <br />para He 1 to the. Will amette Ri ver on the property. However, since the <br />property is located outside of the Eugene Urban Growth Boundary. the City <br />of Eugene has not designed a bike path for this area. <br /> <br />Tom Stinchfield. Lane County Transportation Planning, in a July 27. 1988 <br />memorandum to Jerry Kendall, Lane County Land Management Division, stated <br />that golf courses are not significant generators of bicycle traffic and in <br />regard to Route #223, there are no Short-term plans to place a riverbank <br />'bicycle system to or through the property.' <br /> <br />10. The property is classified as alluvial bottomland and its' soils, for the <br />most part, consist of Chehalis silty clay loam and Newberg loam. The U$oil <br />Survey of Lane Countylt rates ChehaHs a.s being suited for recreational <br />development and the Newberg as being well suited for recreational <br />development. <br /> <br />11. The Wi llamette River is a Class I stream. <br /> <br />12. The irrigation of the property cannot be accomplished through the use of a <br />single well and it is unlikely that 'the aquifer could support more than one <br />we 11 . If a we 11 system cannot support i rrtgat i on needs duri ng a dry <br />season, a golf course may be irreparably damaged. Most golf courses in the <br />area rely upon a surface body of water, such as a river or creek, for <br />1rrigat1~n needs if they ~o not have a municipal source available. The <br />.
