Message

Page 2of2

recommendations .that go beyond our UGH which would obviously require working in partnership with
other agencies 00 further planning and impfementation. The City has done limited acquisition outside of
the UGB for specific purposes, including the Airport, Spencer Butte, and other segments of the Ridgeline
Trail, and these have been included in previous plans adopted by Council.
5. As' stated before, we did not mean to recommend acquisition of a continuous strip of land on either
side of the WilIametteRiver. We will work to clarify what is described by the linear park proposal in the
final plan to better address the concerns of private property owners.

--h-Original Message-----
From: Debbie Jeffries [maHto:DJeffries@liverridgeor.com]
Sent: WednesdaYt March 09{ 2005 2:46 PM
To: RINER Andrea G
Subject: PROS

Thank you for the information. I'm not sure I need to meet with you now as much as give you my
position, which will also be submitted for public testimony.

IMe J~sue of PYQUP Involvement
I realize that you have probably had numerous notices to Eugene residents, workshops, etc.
However, you need to remember that the RiverRidge golf course property identified on the map
as part of a Unear park is not only not in the City of Eugene, it is not in the UGB area.
Consequently, there is no reason to be notified. Unless a property owner such as myself is sent
information stating that my river front property is being included in a City funded study, there is
nothing that would trigger my concern that it is. This is probably the single most important issue
for Staff to understand.

I resent having to spend my time to discuss my position on the future use of my property
with government staff that do not represent me and do not have jurisdiction over this
property.

Ihe River to Rkjges Study
Page 29 of this report lists the implementation strategies. The #1 strategy is "Rely on voluntary
participation of property owners when acquiring land.... A key objective '" is to devise strategies
that w!!1Jlot infringelJP-Q(l the rights QtQLQQerty own~rS_~!:Lq_wHl stre@.~tYQ!!Jmfl.lY
particiDa~jOI1." Obviously the City's PROS report uses the LCOG map with "linear parks" on my
property, but the report somehow omitted the #1 implementation strategy.

Hi~tOJY_Qf the Goff Coy,rse"permit Proce$A
It is also frustrating that the City of Eugene refuses to acknowledge the existence of approx. 1 SO
acres of golf course (whiCh is another type of recreational open space) that has been built and
maintained wittt private money. The golf course is recognized by the National Audubon Society
as a Cooperative Sanctuary. We have planted over 1100 trees in more than 100 species. The
Course extends to the WiHamette Rivers edge. The point is the property is developed with
millions of dollars of private funds. We provide a recreational service to the entire community.
Your report only identifies and acknowledges the public sectors contribution.

Ih~_.QQffiQrehensiy~_et9.n is a broa9~p..!!1l!1_Whlch describ~~J~jrlY generaLgQfl.J~JQI_ parks,
recrel!tiorl.fl.J1d open spac~ foctlle future.
The narrative states that this is a 20 year projection. Is this to mean that the UGB will be
expanded to reflect the City of Eugene having jurisdiction over the area reflected in this report?
The City can't very well develop a Park with City money that isn't in the City's jurisdiction ~ can it?
Any approval of this draft as it exists by the City Planning Commission or the Council should
mean that they are endorsing an expansion of the UGB.lf they do not, then that portion whlch is
outside of the City UGB (and jurisdiction) should be removed from the PROS Comp Plan Draft,

Availability 9Lthe Property .In Question (Rfv~rflidge Golf Court?~)
This property is not available for purchase, at any price, by the City of Eugene and will not be in
the next 20 years the PROS plan addresses.

Please put my name on the list to notify of any future discussion on this draft including pubUc
hearings.

10/13/2005
