In your letter you ask for information related to zoning and regulatory <br />issues, site issues, utilities, transportation improvemelltsand fees related to a potential <br />hospital at a site located off Delta Highway north of Ayers Road. Although it is always <br />difficult to give definitive answers without an exact site plan and specific development <br />proposals so potential impacts can be determined, we will take this opportunity to give <br />you the information we have at this point baSed on what you have given us. <br /> <br />The City has done some initial investigation into the potential site, and has produced the <br />attached table to address many planning/zoning issues, fee issues and annexation issues. <br />In addition, we have some information related to tt:ansportation and the process a project <br />such as this might go through. <br /> <br />Under the State's Transportation Planning Rule (TPR), amendments to the Metro Plan or <br />to a refinement plan require determinations of whether the amendments would <br />"significantly effect" an existing or planned transportation facility. The TPR defines the <br />term "significantly effect" for purposes of this analysis, and that definition and related <br />provisions were recently amended by the State. Until the City has more information <br />about the proposed development, we cannot state with any certainty whether we think <br />that the proposed development will "significantly effect" Beltline Highway, the Beltline <br />HighwaylDelta Highway interchange, or other existing or planned transportation <br />facilities. <br /> <br />In the event that the proposed hospital and medical office buildings will "significantly <br />effect" the Beltline Highway and the Beltline HighwaylDelta Highway interchange, the <br />TPR provides several options for addressing that significant effect, including: <br />
