Within ten days of receipt of a complete and accurate application, and at 1 east ten days before the bui 1 di ng official makes a deci si on, the city shall mai 1 notice of the request to abutting property owners and occupants, including properties that would be abutting were i t not for intervening streets or al 1 eys .
