~c} Message boards. One sign per street frontage for the purpose of communicating to persons on the development site may be constructed, when a valid sign permit has been issued, without affecting the amount or type of si gnage otherwise allowed an each development site, Such a sign may be visible but shall nat convey a ,message , to persons not on the development site and may be up to six feet ~n height and up to 40 square feet ~n area. A sign which conveys a message where any portion of the message i s easily 1 egi b1 e or d~ scern~ bl a to a person of ord~ nary vi s i an from any 1 ocati on off the development site commonly visited by members of the publ i c shall not qualify as a message board. Message boards may include, but are not 1 i mi ted to, praperl y designed menu boards and building directories. ~d} Searchl i hts . , Searchlights must be authorized by a s i gn permit and may be used ~n any non-residential zone for one occur- rence for up to a maximum of five days within any 180 day period. The use of a searchl i ght wi th a s i gn permit shall not otherwise affect the number of signs allowed on any development site. fie} Si n maintenance. Maintenance of a sign or sign struc- ture shall not require a sign permit. 9.1006 Si n Code -Prohibited Si ns.
