E~IBIT A <br />Findings in Support of ~rdinanCe Amending the Eugene- <br />springfield Metropolitan Area General Plan Diagram to Conform with <br />the Glenwood Refinement Plan. <br />i. The plan amendment is consistent with applicable <br />Statewide Planning Goals. <br />Goal i ~- Citizen Involvement. <br />Goal 1 is intended to ensure that citizens are involved in all <br />stages of the planning process. Citizens have been involved <br />in all stages of the development of the refinement plan which <br />resulted in these proposed amendments. The following <br />summarizes the major citizen involvement opportunities in the <br />development of the draft Glenwood Refinement Plan. <br />1. In October, 1986, the Glenwood Planning Team Phase II}, <br />composed of area residents, property owners, and business <br />owners was formed to develop the second phase of the <br />Glenwood Refinement Plan. All of the proposed amendments <br />are in the Phase II area. <br />Z. In November, 1986, the planning team held a community <br />issues forum to receive input on planning issues in <br />Glenwood. Notice of this meeting was sent to all <br />residents and property owners in Glenwood. Almost 40 <br />people attended the meeting, and 38 postcard responses <br />were received. <br />3. Notice of all planning team meetings was published in the <br />Eugene Regime r,,,Guard and the S rin field News and sent <br />to a list of interested parties. <br />4. In April, 1989, the planning team held a meeting in <br />Glenwood to receive comments on the draft plan. A copy <br />of the draft plan, as well as notice of the meeting, was <br />sent to all residents and property owners in Glenwood. <br />5. In May, 1989, the Eugene and Lane County Planning <br />Commissions held a public hearing on the draft plan. <br />Notice of this meeting was published in the Resister <br />Guard and sent to all interested parties. <br />6. In October, 1989, the Eugene City Council and Lane County <br />Board of Commissioners held a public hearing on the draft <br />plan. Notice of this meeting was published in the <br />Re ister Guard and sent to all interested parties. <br />7. In May, 1990, notice of the joint planning commission <br />public hearing on the proposed amendments to the Metro <br />Exhibit A - 1 <br />
