Plan for Glenwood was published in the Re ister Guard and <br />sent to all interested parties. <br />Goal 2 .. ^Land ~se,,,,_Plannin~. <br />Goal 2 mandates the establishment of a land use planning <br />process and policy framework to be used as a basis for all <br />land use decisions. As part of the development of the <br />refinement plan, inventories of land use, public facilities, <br />transportation facilities, and natural resources were taken. <br />From this information, land use designations and policies were <br />determined. <br />The net effect of the proposed amendments an the Metro Plan <br />land use allocations are shown in the tables in Attachment B. <br />In the cases where the low-density residential designation is <br />changed to a mixed-use asterisk which includes either <br />commercial, industrial, or medium-density residential uses, <br />the low-density residential allocation was assumed to be <br />evenly distributed among the three uses in the future. Using <br />this approach, the net effect of the proposed Metro Plan <br />amendments would be the addition of two acres to the light- <br />medium industrial designation, 15 acres to the commercial <br />designation, 10 acres to the medium-density residential <br />designation, and the loss of ~7 acres in the low-density <br />residential designation. <br />These amendments, when looked at as a whale, have a minimal <br />impact on overall Metro Plan allocations. The designation <br />with the largest change is the low-density residential <br />designation, and in this case the refinement plan ensures that <br />existing residential uses, in particular the mobile home <br />parks, can retain their RA zoning. In most cases, the <br />amendments reflect what already exists. Amendment 1 provides <br />for a low-density residential designation for an existing <br />mobile home park. Amendment 2 recognizes the existing mixture <br />of commercial and industrial uses along Franklin; Amendments <br />3 and 4 provide flexibility and opportunities for a mixture <br />of uses to coexist. Amendment 5 retains the underlying light-~ <br />medium industrial designation while allowing for limited <br />commercial uses under certain circumstances. <br />In summary, the refinement plan and related amendments retain <br />the most suitable and logical sites in Glenwood for light- <br />medium industrial use as directed by the Metro Plan.
