Goal 5 is intended to "conserve open space and protect natural <br />and scenic resources." Amendment areas 3 and 4 front along <br />the Willamette River. Guidelines within the refinement plan <br />provide for the conservation of river resources such as <br />riparian vegetation and river views. There are two wetland <br />sloughs in the Amendment 5 area. Discussion within the <br />refinement plan addresses considerations which need to be <br />taken into account when development occurs in these areas. <br />There are not inventoried historic areas within the amendment <br />areas. <br />Goal 7 -~ Areas Sub'eCt to Natural Disasters__~nd Hazards. <br />Goa 1 7 i s intended to "protect life and property from natura 1 <br />disasters and hazards," Amendment areas 3 and 4 are within <br />the flood hazard area of the Willamette River. The refinement <br />plan addresses the impacts of flood hazards on proposed and <br />existing development in these two areas, <br />Goal 8 - Recreational Needs. <br />Goal 8 directs local governments to satisfy the recreational <br />needs of its citizens and provide far siting of necessary <br />recreational facilities. The refinement plan proposes <br />possible recreational facilities for Amendment areas and 4 <br />to take advantage of the Willamette River frontage and to <br />provide pedestrian and bicycle access along the river. <br />Goal ~ - E„c,onomy_,,,,,,,,of the State. <br />ilnn4nii Pwnl~w~ <br />Goal 9 addresses the need to diversify and improve the <br />variety, type, scale, and location of business and commercial <br />activities. The mixed-use areas in the four amendment areas <br />will allow maximum flexibility for types of businesses to <br />locate or remain in Glenwood. <br />Goal_14 - Housina. <br />This goal provides for "the housing needs of the citizens of <br />the state." It allows for flexibility in location, type, and <br />diversity of housing. Amendment 1 will protect an existing <br />well-established mobile home park in Glenwood. Amendments 3 <br />and 4 also allow existing mobile home parks to retain their <br />existing residential zoning as well as to provide for medium- <br />density residential development in the future, <br />Goal i3 - Ever Conservation. <br />Goal l3 intends that land uses be managed to maximize energy <br />conservation. This goal encourages land use patterns which <br />allow people to live, work, shop, and recreate in the same <br />geographic area, The mixed-use designations accaxaamodate <br />Exhibit A ~- 3 <br />
