industrial, commercial, and residential uses in the same area. <br />The location of Amendments 2, 3, 4, and 5 along transit lines <br />promotes energy conservation through the potential use of <br />transa.t services. <br />Goal 15 - Willamette River Greenwa . <br />Goal 15 is intended to protect and enhance the quality of the <br />Willamette River by creating the Willamette River Greenway. <br />Amendment areas 3 and 4 both have extensive frontage along the <br />Willamette River. The refinement plan provides guidelines for <br />development within the Willamette River Greenway. It also <br />provides for bicycle and pedestrian access along the <br />riverbank. <br />Z. The plan amendment is consistent with the fundamental <br />principles an applicable policies of the Metro Plan. <br />The draft Glenwood Refinement Plan is consistent with and <br />based on the premises within the Metro Plan's fundamental <br />principles. The Diagram amendments are well supported by specific <br />policies within the Metro Plan. <br />Fundamental Principle 2 of the Metro Plan "requires <br />cooperation by all general purpose, special district, and special <br />function agencies in the community" page II-1} . Although the work <br />on the refinement plan was coordinated by Eugene, it did involve <br />the cooperation of Lane County, Springfield, the Glenwood Water <br />District, the Eugene Water & Electric Board, the Springfield <br />Utility Board and Willamalane Park and Recreation District. <br />Fundamental Principle 3 "requires that urban development occur <br />in a compact configuration within a prescribed urban service area" <br />page II-1}. The draft Glenwood Refinement Plan supports this <br />premise by recognizing Glenwood's unique position in the central <br />part of the Metropolitan area and allowing for its future <br />urbanization when sanitary sewers are available. <br />Fundamental Principle 6 is based on the premise that "Eugene <br />and Springf field ~ the two existing cities ~ are the logical providers <br />of services accommodating urban levels of development within the <br />urban growth boundary" page II-1} . The draft Glenwood Refinement <br />Plan is also based on this premise and makes provision for the <br />future extension of urban services into Glenwood upon annexation. <br />This is consistent with the earlier adoption by the three <br />jurisdictions of the Glenwood Jurisdictional Study. <br />The following policies within the Residential Element of the <br />Metro Plan support the change to low-density residential in <br />Amendment 1 and the flexibility provided by higher-density housing <br />allowed in the mixed-use areas of Amendments 3 and 4: <br />Exhibit A - 4 <br />
