This goal provides for "the housing needs of the citizens of the state." It <br />allows for flexibility in location, type, and diversity of housing. Tie <br />refinement plan protects an existing well-established mobile home park in <br />Glenwood by redes i gnat i ng i t for 1 ow-density residential . The ref i ner~ent <br />plan also allows most of the existing mobile home parks to retain thei~^ <br />existing residential zoning as well as to provide for medium-density residen- <br />ti al development i n the future. <br />Goal II--Public Facilities and Services <br />Goal ~~ requires the planning and development of "a timely, orderly and <br />efficient arrangement of public facilities and services to serve as a frame- <br />work for urban" development. The Public Facilities and services Element of <br />the refinement plan provides for the maintenance and improvement of existing <br />urban services ~n Glenwood. It also provides for the extension of sanitary <br />and storm sewers for those parts of Glenwood that do not have these facili- <br />ties. <br />Gaa~~_I2--Transportation <br />Goal 12 pravides for "safe, convenient, and economic transportation systems" <br />and consideration of ail modes of transportation. The location of commercial <br />and industrial uses and medium-residential housing in the mixed-use areas on <br />a transit line promotes transit usage. The refinement plan's Transportation <br />Element pravides for improved bicycle and pedestrian access in and through <br />Glenwood. <br />Gval I3--Ener Conservation <br />Goal I3 intends that land uses be managed to maximize energy conservation. <br />This goal encourages land use patterns which allow people to live, work, <br />shop, and recreate in the same geographic area. The mixed-use designations <br />accommodate industrial, commercial, and residential uses in the same area. <br />The commercial, industrial, and medium-density residential mixed-use areas <br />along transit lines promotes energy conservation through the potential use of <br />transit services. <br />Goal ~4--Urbanization <br />Goal I4 provides "for an orderly and efficient transition from rural to urban <br />land use." The plan area is entirely within the existing urban growth bound- <br />ary. The refinement plan provides for this transition through a servicing <br />and annexation plan far the parts of Glenwood outside the city limits. The <br />refinement plan discusses the timing far that transition. <br />Goal I5--Willamette River Greenwa <br />Goal I5 is intended to protect and enhance the quality of the Willamette <br />River by creating the Willamette River Greenway. Glenwood has extensive <br />frontage along the Willamette River. The refinement plan provides guidelines <br />for development within the Willamette River Greenway. ~t also provides far <br />bicycle and pedestrian access along the riverbank. <br />3 - Exhibit C <br />
