Consistency with the fundamental principles and applicable policies <br />of the Metro Plan: <br />The Glenwood Refinement Plan is consistent with and based on the premises <br />within the Metro P1 an's fundamental principles . The refinement plan i s wel 1 <br />supported by specific policies within the Metro Plan. <br />Fundamental Principle.Z of the Metro Phan "requires cooperation by all gener- <br />al purpose, special d~str~ct, and special function agencies in the community" <br />page ~I:l}.. Although the work on the refinement plan was coordinated by <br />Eugene, ~t did involve the cooperation of Lane County, Springfield, the <br />Glenwood Water District, the Eugene Water & Electric Board, the Springfield <br />Utility Board, and Willamalane Park and Recreation District. <br />Fundamental Principle 3 "requires that urban development occur in a compact <br />configuration within a prescribed urban service area" page II-I}. The draft <br />Glenwood Refinement Plan supports this premise by recognizing Glenwood's <br />unique position in the central part of the Metropolitan area and allowing for <br />its future urban~zat~on when sanitary sewers are available. <br />Fundamental Principle 6 is based on the premise that "Eugene and Springfield, <br />the two existing c~t~es, are the logical providers of services accommodating <br />urban levels of development within the urban growth boundary" page III}. <br />The Glenwood Refinement Plan is also based on this premise and makes rovi- <br />p <br />sion far the future extension of urban services into Glenwood upon annexa- <br />tion. This is consistent with the earlier adoption by the three jurisdic- <br />tions of the Glenwood Jurisdictional Study. <br />The Growth Management and the Urban Service Area section of the Metro Plan <br />has several policies which are addressed in the refinement plan: <br />Polic 9: Annexation to a city th,o~~h normal process shall continue to <br />be the highest priority III-B•5}. <br />Pai i c I5: U1 ti mately, 1 and wi thi n <br />annexed to a city and provided with <br />services . .. III-B-fi} <br />the urban growth boundary shall be <br />the required minimum level of urban <br />Palic I7: As annexations to cities occur over time, existing service <br />districts within the urban growth boundary shall be dissolved. The <br />cities should consider developing intergovernmental agreements, which <br />address transition issues raised by annexation, with affected special <br />service districts III-B-6}. <br />The refinement plan contains a discussion on urban transition and annexation <br />~~rhich provides for annexation to Eugene on a . ~~n~~~~ta!^y.hasis fnlle~~t;;g <br />normal processes. It is an underlying basis of the refinement plan that <br />Glenwood will eventually be annexed to Eugene and provided with urban servic- <br />es. <br />4 - Exhibit C <br />
