<br />The refinement contains a discussion and a policy directing Eugene to work <br />with EWEB and the Glenwood Water District on a transition plan for the disso- <br />lution of the water district. <br />The Metro Plan captains a section on Eugene and Springfield's jurisdictional <br />responsibility which discusses jurisidictional responsibility far Glenwood: <br />The Glenwood Jurisdictional Study was completed and adopted in October <br />1984. The City of Eugene assumes jurisdictional responsibility far all <br />of Glenwood, Water and electric service will be provided by EWEB and <br />Eugene will provide sanitary sewers as annexation occurs. Two issues <br />will be addressed as part. of the Glenwood refinement process. Tfi ese <br />are: <br />1. Examine options that would permit Glenwood residents continued use <br />of Willamalane facilities. <br />2. Examine the subject of annexations, recognizing the desire of many <br />area residents to have annexations remain voluntary {II-C-1}. <br />The refinement plan does provide policies to address both the concern regard- <br />~ng W~11amalane services and voluntary annexation. <br />The fol 1 awl ng policies within the Residential E1 ement of the Metro Plan <br />support the housing direction taken in the refinement plan: <br />Po1ic IZ: Promote compatibility between residentially zoned lands and <br />adjacent areas {III-A-5}. <br />Polic 15: Investigate and, when advisable, implement mixed use zoning, <br />particularly in established neighborhoods where compatible and func- <br />tional mixes already exist {III-A-fi}. <br />Polic 21: Encourage a mixture of dwelling unit types in appropriate <br />areas {III-A-6}. <br />Polic ~1: Provide for mobile homes as an outright use in at least one <br />of the following situations in Eugene, Springfield, and Lane County: <br />mvb~le home subd~v~s~ons, mobile home parks, ar on individual residen- <br />tial lots {III-A-l}. <br />Po. 1?cy 30: Encourage higher-density residential development near indus- <br />tr~al and commercial centers throughout the metropolitan area {III- <br />A-7}. <br />Policies and implementation strategies within the Land Use Element require <br />site review procedures for industria1iy zoned parcels adjacent to residential <br />The mixed-use areas will a11ow for mixed-use zoning to be considered in <br />portions of the Glenwood area. <br />5 - Exhibit C <br />
