Appl i cabi 1 i t . The Solar Design Standards set out <br />i n this subsecti an shall apply to applications to create lots <br />in the RA, R-1, R-2, R-3, R-4 and C-1 zoning districts. Lots <br />complying with this standard must be identified as such on <br />the final plat . <br />3. Design standard. Where 1 and i n the subdivision or <br />partition is or will be periodically subject to accumulations of <br />surface water or is traversed by any water course, channel, stream, or creek, <br />the planning or public works director may require the applicant to provide <br />for adequate unrestricted drainage over drainage land by dedicating to the <br />public easements therefore approved by the planning and public works di rec- <br />tors as adequate for the drainage needs of the area, or, where necessary in <br />the judgment of the planning or public works director for protection of such <br />needs, by conveying ownership of such drainage land for drainagae purposes <br />to the city or to an incorporated drainage district or domestic water supply <br />district within which such 1 and may be 1 ocated, <br />Section 21.
