Ms. Wilson noted that she had discussed the legislative concept with Senator Floyd Prozanski and had found <br />that state legislators were leery of introducing bills that would create new crimes thereby increasing the <br />workload of public safety officials. <br />Mr. Poling felt that the matter was important and was worth investigating further to see if it would be <br />feasible to proceed with the legislative process. Ms. Wilson responded that they might not be able to get a <br />peeping tom bill passed now but that they might have greater success with such legislation in the future. <br />Mr. Poling, seconded by Ms. Ortiz, moved to direct the City of Eugene introduce <br />legislation reclassifying peeping tom crimes as a felony rather than a misdemeanor. <br />The motion passed unanimously, 3:0. <br />Ms. Piercy noted that the motion would seem to tweak existing laws rather than creating new crimes that <br />might tax overburdened public safety officers. Ms. Wilson concurred with Ms. Piercy’s assessment and <br />noted she would be drafting the legislative documents along that principle. <br />Ability for Cities to Charge Vehicle Registration Fee <br /> <br />Ms. Ortiz noted that she had spoken to Representative Chris Edwards regarding the proposed legislation <br />suggested by Ms. Taylor, and that it was similar to registration fees being planned or already in place at the <br />state level. <br />Ms. Wilson noted that Oregon county governments already had the ability to increase vehicle registration <br />fees but not cities. She further noted that Governor Kulongoski’s transportation bill recommended an <br />increase in county vehicle registration fees. <br />Ms. Taylor expressed that city vehicle registration fees could be used to repair streets and other roadways in <br />Eugene. <br />Ms. Wilson recommended that the CCIGR concentrate its efforts toward supporting amendments to the <br />Oregon Department of Transportation (ODOT) bill rather than creating a vehicle registration fee specific to <br />the City of Eugene. <br />Ms. Ortiz, seconded by Mr. Poling, moved support ODOT transportation bill <br />amendments on behalf of the City and that would allow ODOT to raise vehicle <br />registration fee rates. The motion passed unanimously, 3:0. <br />Public Safety Systems Development Charges (SDC) <br /> <br />Ms. Wilson said that public safety SDC’s were not currently permitted and that historically efforts to create <br />such SDC’s had actually endangered the continuation of SDC’s specific to public parks. <br />Ms. Wilson, in response to a comment from Mr. Poling as to whether it was wise to pursue public safety <br />SDC’s, noted that they would be unable to prevent a bill from being introduced that would eliminate park <br />SDC’s. <br />Ms. Wilson suggested that the CCIGR wait for SDC legislation to be introduced to which they might try and <br />introduce an amendment that would create public safety SDC’s. <br /> <br /> <br />MINUTES— Council Committee on Intergovernmental December 3, 2008 Page 3 <br />Relations <br /> <br />
