<br />Mr. Poling, seconded by Ms. Ortiz, moved to support the City’s efforts to look for <br />an opportunity to amend a public safety SDC into an existing SDC statute. The <br />motion passed unanimously, 3:0. <br />Drug Take Back Program <br />Ms. Wilson reported that the proposed drug take back program had been suggested as part of efforts to <br />secure and improve local water systems. <br />Ms. Wilson noted that a task force set up by the State legislature in 2007 had investigated the possibility of <br />having pharmaceutical companies pay for and maintain drug take back programs. She added that Senator- <br />elect Jackie Dingfelder had been spearheading efforts in that regard. <br />Ms. Ortiz asked if efforts to support legislation supporting drug take back programs could be undertaken <br />with the assistance of the City of Springfield. Ms. Wilson reported she had spoken with Springfield <br />representatives who had indicated their support of such efforts. <br />Ms. Poling noted he had recently attended a recent national conference devoted to clean water issues and <br />learned a great deal about the nature and amount of pharmaceutical pollutants being dumped into local <br />water systems. <br />Mr. Poling, seconded by Ms. Ortiz, moved to support the introduction of legislation <br />on behalf of the City of Eugene that would support the creation of a drug take back <br />program. The motion passed unanimously, 3:0. <br />Flotation Device on Inner-Tube <br />Ms. Wilson noted that legislation requiring the use of personal flotation devices by people using single inner <br />tubes on local waterways had been suggested by Eugene Fire/EMS personnel. <br />Mr. Poling asked if the Oregon state marine board had been approached for their input regarding the issue. <br />Ms. Ortiz, seconded by Mr. Poling, moved to support the introduction of legislation <br />on behalf of the City of Eugene that would require the use of personal flotation <br />devices on inner-tubes. The motion passed unanimously, 3:0. <br />Recalculation of Formula for Property Taxes <br />Ms. Wilson noted that the legislative concept to recalculate the formula used to determine property taxes <br />within the City of Eugene had been suggested by City Councilor Bonny Bettman. She noted that her <br />research had indicated that such legislation would require a constitutional amendment to implement, and that <br />she was seeking input from the CCIGR to determine their level of support for the concept. <br />Ms. Wilson, in response to a question from Mr. Poling, noted that recalculating the property tax formula <br />might negatively affect property tax revenues for the City. <br />Ms. Piercy commented that any legislative initiatives to recalculate the property tax formula would need the <br /> <br /> <br />MINUTES— Council Committee on Intergovernmental December 3, 2008 Page 4 <br />Relations <br /> <br />
