support of legislative representatives beyond the City of Eugene. <br /> <br />Ms. Taylor commented that the Lane County Board of Commissioners might be willing to lend their support <br />to legislation that would recalculate the property tax formula. Ms. Wilson did not think that was so, but she <br />commented that she would begin a conversation with the Lane County Board of Commissioners in order to <br />gauge their interest in the matter. <br />Polygraph Tests for Public Safety Officer Hiring <br />Ms. Wilson noted that previous legislative initiatives to institute polygraph tests for public safety officer <br />hiring processed had died in the State Senate, but that the concept had been reintroduced in response to <br />suggestions from the Eugene Police Department. <br />Ms. Taylor felt the use of polygraphs was often unreliable but indicated that the legitimate nature of the <br />police department’s concerns warranted her support. <br />Ms. Wilson, responding to a question from Ms. Piercy noted that the polygraph legislative efforts had died <br />in the senate in response to concern over questions raised by Senator Vicki Walker. <br />Ms. Ortiz, seconded by Mr. Poling, moved to support the introduction of legislation <br />on behalf of the City of Eugene that would authorize the use of polygraph tests for <br />public safety officer hiring purposes. The motion passed unanimously, 3:0. <br />3. Items from Members and Staff - Discuss Process for Reviewing/Pulling Bills for Legislative <br />Session <br />Ms. Wilson noted that she wanted to review the process for reviewing and pulling bills for legislative session <br />before the City Council’s break. <br />Ms. Piercy noted that she was in the process of appointing City Council members to the CCIGR before the <br />next legislative session. <br />Ms. Wilson noted that the next legislative session would begin on January 12, 2009 where bills would be <br />introduced and then assigned to legislative counsel committees for review and possible revision. She <br />proceeded to give a brief overview of the process whereby legislative bills were circulated for review among <br />the various legislative coordinators. She noted that the legislative coordinators would review the various <br />bills with respect to the City of Eugene’s Legislative Policies document adopted for the 2009 session. <br />Ms. Wilson directed the CCIGR members to an example of the “Bills and Response Detail Report” which <br />she noted was used to demonstrate the feedback provided by the various legislative coordinators on bills <br />under consideration. <br />Ms. Wilson commented that any bills not pulled by the CCIGR for further discussion or revision would be <br />adopted as recommended by the various legislative coordinators. <br />Ms. Wilson noted that the CCIGR’s vote on each individual bill pulled for review needed to be unanimous <br />or it would be forwarded to the City Council for further review and direction. <br /> <br /> <br />MINUTES— Council Committee on Intergovernmental December 3, 2008 Page 5 <br />Relations <br /> <br />
