A person who for a fee uses vehicles to collect refuse or a person who collects recyclab1es, or both. Rate. The minimum monthly fee established by the council that refuse collectors are allowed to charge their customers. Recyclabies. Any material or group of materials that is collected and used or sold for reuse, or transformed into new products. Refuse. All solid wastes, including but not limited to gar- bage, rubbish, and demolition and construction waste, and exclud- ing body wastes and hazardous wastes as defined in GRS 459.41x. 1~ehic1e. Any vehicle used by a collector to collect refuse or recyclables. Taxicabs; Taxicab.
