The City Finance Officer on the 5th day of November, <br />1985 filed with the City Recorder the proposed adjustments to the <br />original assessments and posted notice thereof on the bulletin <br />board at City Hall. Further, the notice was published in f our <br />successive publications of the Register Guard, a newspaper of <br />general circulation within the City of Eugene on the following <br />dates: November 5, 6, 7 and 8, 1985, and individual notices were <br />sent by certified mail to the owners of the previously assessed <br />3 -- Ordinance <br />
