In nominating or making appointments, the <br />council ar mayor shall take into consideration information provided by the <br />citizen interest form, and shall nominate or appoint only those persons who <br />at the time of appointment, reside within the city's urban growth boundary. <br />If during their term a member ceases to reside within the city's urban rowth <br />boundar the osition sh ~ g, <br />y, p all be vacated, effective as of the date a qual~f~ed <br />resident from wTth~n the city's urban growth boundary willing to serve is <br />appointed to fill the position. The council, by majority vote, may waive <br />the residency requirement only if there is no qualified resident from within <br />the city's urban growth boundary willing to serve. In addition, all a oint- <br />that are re wired to be pp <br />q made by the council sha11 be divided into the three <br />following categories: <br />~a} Those appointments which require a personal interview <br />of f~nal~st candidates by the fu11 council, as well as full <br />council review of appropriate citizen interest forms. <br />. fib} Those appointments which do not require personal <br />~nterv~ews before the full council, but do require fu11 council <br />review for all appropriate citizen interest forms prior to <br />appointment. <br />~c} Appointments which more appropriately should be <br />delegated to a committee on boards, commissions and committees <br />composed of councilors appointed by the mayor, which is <br />charged with the duty of reviewing the appropriate citizen <br />interest forms and making formal nominations or recommendations <br />for the council's consideration. <br />Ordinance - 2 <br />
