Section 2. Subsection ~1} of Section 2.050 of the Eugene Code, 1971, is amended to provide: 2.050 Air art Commission - Created; Terms. ~1} There is hereby created an Airport Commission, hereinafter referred to as "commission," which shall consist of nine members nominated by the mayor and appointed by the council. Two of the members shall be selected from recommendations made by the Lane County Board of County Com- missioners. The two members recommended by the Board of County Commissisoners shall be residents of Lane County, and may reside inside or outside the city's urban growth boundary. The requirements of section 2.0136} of this code that members reside within the city's urban growth boundary at the time of their appointment and during their term of office is specifically waived for the two members of the commission recommended by the Board of County Commis- sioners. The chairman of the Aviation Committee of the Eugene Area Chamber of Commerce shall be an ex officio and non-voting member of the Airport Com- mission. His or her term shall coincide with his or her term as chairman of the Aviation Committee. Other ex officio members may be appointed by the mayor; however, they shall act in an advisory capacity and may not vote. Section 3. Anew Section 2.170 is added to the Eugene Code, 1971, to provide: 2.174 Eu ene Celebration Steerin Committee. ~1} A Eugene celebration steering committee is created, consist- ~ng of 21 members nominated by the mayor and appointed by the council, which shat 1 be responsible for coordination of the annual Eugene Cel ebra- tion. ~2} For the term of office commencing January 1, 1989, seven members shall be appointed for a one year term; seven members shall be appointed for a two year term; and seven members shall be appointed for a three year term. Thereafter, all appointments shall be to fill an unexpired term or for a three-year term, as the case may be. ~3} In order to encourage involvement from metro-area residents in the activities of the committee, the requirement of section 2.013~b} of this code that members reside within the city's urban growth boundary is waived to the extent that up to six members of the committee need not reside within the city's urban growth boundary at the time of their appointment or during their term of office, provided their place of residence is located within 30 miles of the city limits. Section 4. Subsection ~3} of Section 2,224 of the Eugene Code, 1971, is amended to provide: ordinance - 3
