where hazardous materials are dispensed or used in open <br />systems or within Z5 feet of out-doar dispensing areas. <br />Z. Open flame and other heat producing equipment shall <br />be located a safe distance from areas where temperature sensi- <br />tive materials, flammable materials and compressed gases are <br />dispensed, used ar handled. <br />~i} Static Accumulation. When processes or conditions exist <br />where a flammable mixture may be ignited by static electricity, <br />means shall be provided to prevent the accumulation of a static <br />charge. Class I liquids shall not be dispensed into containers <br />unless the dispensing nozzle far filler tube} and container are <br />electrically interconnected and the entire system is grounded. <br />~Z9 CFR 1910.106.} <br />~j} Electrical E ui ment and Wirin Electrical equipment <br />and wiring in dispensing and use areas shall be installed in accord- <br />ance with the provisions of the Electrical Code. <br />~k} Limit Controls. Limit controls shall be provided in <br />accordance with the fallowing: <br />1. Liquid „Level. Open tanks in which hazardous mater- <br />ials are used shall be equipped with a liquid level limit con- <br />trvi or other means to prevent overfilling of the tank. <br />Z. Temperature. Process tanks and equipment which in- <br />volve temperature control of the material shall be provided <br />with limit controls to maintain the temperature within a safe <br />range. <br />3. Pressure. Stationary tanks or equipment containing <br />materials which may generate pressure exceeding the tank or <br />equipment design limits due to exposure fires or internal re- <br />action shall be equipped with pressure limiting or relief <br />devices. Relief devices for stationary tanks or equipment <br />for highly toxic or corrosive materials shall vent to an ex- <br />haust scrubber or treatment system for processing of vapors <br />or gases. Relief devices for flammable or explosive vapors <br />or gases shall vent to an approved location. <br />4. Vacuum. Containers and tanks from which hazardous <br />materials are dispensed shall be equipped with an approved <br />vacuum relief system capable of preventing their collapse or <br />failure. <br />~l} Standby ,Power. When mechanical ventilation, treatment <br />systems, temperature control, manual alarm, detection or other <br />electrically operated systems are required by other provisions of <br />Division IV, such systems shall be connected to a standby source <br />of pawer to automatically supply electrical power in the event of <br />loss of pawer from the primary source. See the Electrical Code.} <br />EXCEPTION: When highly toxic compressed gases ar highly <br />toxic, highly volatile liquids are used ar dispensed, <br />emergency power shall be provided in lieu of standby <br />power on all required systems. See the Electrical Code.} <br />gym} Su envision. Manual alarm, detection, and automatic fire <br />extinguishing systems required by other provisions of this Division <br />shall be supervised by an approved central, proprietary or remote <br />station service or shall initiate an audible and visual signal at <br />a constantly attended an-site l acati on. <br />Ordinance - 63 <br />
