where hazardous materials are dispensed or used in open systems or within Z5 feet of out-doar dispensing areas. Z. Open flame and other heat producing equipment shall be located a safe distance from areas where temperature sensi- tive materials, flammable materials and compressed gases are dispensed, used ar handled. ~i} Static Accumulation. When processes or conditions exist where a flammable mixture may be ignited by static electricity, means shall be provided to prevent the accumulation of a static charge. Class I liquids shall not be dispensed into containers unless the dispensing nozzle far filler tube} and container are electrically interconnected and the entire system is grounded. ~Z9 CFR 1910.106.} ~j} Electrical E ui ment and Wirin Electrical equipment and wiring in dispensing and use areas shall be installed in accord- ance with the provisions of the Electrical Code. ~k} Limit Controls. Limit controls shall be provided in accordance with the fallowing: 1. Liquid „Level. Open tanks in which hazardous mater- ials are used shall be equipped with a liquid level limit con- trvi or other means to prevent overfilling of the tank. Z. Temperature. Process tanks and equipment which in- volve temperature control of the material shall be provided with limit controls to maintain the temperature within a safe range. 3. Pressure. Stationary tanks or equipment containing materials which may generate pressure exceeding the tank or equipment design limits due to exposure fires or internal re- action shall be equipped with pressure limiting or relief devices. Relief devices for stationary tanks or equipment for highly toxic or corrosive materials shall vent to an ex- haust scrubber or treatment system for processing of vapors or gases. Relief devices for flammable or explosive vapors or gases shall vent to an approved location. 4. Vacuum. Containers and tanks from which hazardous materials are dispensed shall be equipped with an approved vacuum relief system capable of preventing their collapse or failure. ~l} Standby ,Power. When mechanical ventilation, treatment systems, temperature control, manual alarm, detection or other electrically operated systems are required by other provisions of Division IV, such systems shall be connected to a standby source of pawer to automatically supply electrical power in the event of loss of pawer from the primary source. See the Electrical Code.} EXCEPTION: When highly toxic compressed gases ar highly toxic, highly volatile liquids are used ar dispensed, emergency power shall be provided in lieu of standby power on all required systems. Manual alarm, detection, and automatic fire extinguishing systems required by other provisions of this Division shall be supervised by an approved central, proprietary or remote station service or shall initiate an audible and visual signal at a constantly attended an-site l acati on.
