The members shall include rep- <br />resentatives of the followingo <br />~.a} The private sector ~.a minimum of 9 members, <br />and always a majority of the total membership}; <br />fib} Education agencies ~a minimum of 1 member}; <br />~c} Organized labor ~a minimum of 1 member}; <br />~d} rehabilitation agencies ~a minimum of 1 mem- <br />ber } ; <br />~.e} Community-based organizations ~a minimum of <br />1 member}; <br />~f} Economic development agencies ~a minimum of <br />1 member}; <br />fig} State of Oregon Employment Division ~a mini- <br />mum of 1 member } ; <br />~_h} State of Oregon Adult and Family Services <br />Division ~a minimum of 1 member} ; <br />~i} Veterans organizations ~a minimum of 1 mem- <br />ber } ; <br />~2} Except as provided herein for initial members, <br />the term of office for each member shall commence on January 1 <br />and shall be for a period of four years, terminating an Decem- <br />ber 3l of the fourth year. The term of office of initial mem- <br />bers shall be: <br />~a} Six members shall be appointed to serve a <br />four-year term; <br />fib} Six members shall be appointed to serve a <br />three-year term; <br />~c} Five members shall be appointed to serve a <br />two-year term, <br />with the terms .commencing on the date specified in their appoint- <br />ment and terminating on December 31 of the last year of the mem- <br />ber's term.. Tn addition to the l7 members provided for herein, <br />additional members may be appointed to the council, and any <br />members so appointed shall serve far a four year term. <br />~ 3 } Vacancies in office shall be filled in the same <br />manner as original appointments. <br />~4} ~ member may be removed for cause by an affirmative <br />vote of the city council at any time prior to the expiration of <br />his or her term. <br />2.141 .JTPA Eugene Private Industr Council - Officers, Meet- <br />ings, Rules, and Procedures. The initial members of <br />the JTPA Eugene private industry council shall adopt bylaws that <br />provide for the method of appointment of officers , the frequency <br />of meetings, attendance requirements, the formation of sub- <br />committees, and rules of procedure necessary for the conduct of <br />its business. The bylaws and rules shall be consistent with <br />state law, the city charter and coder and applicable JTPA rules <br />and regulations, The bylaws and rules shall be submitted tv the <br />ordinance - 2 <br />
