<br />JOINT PARKS COMMITTEE <br />ORGANIZATION AND BYLAWS <br /> <br />The role of the Joint Parks Committee is to advise and assist staff the <br />, <br />Council, the Planning Commission, and other interested agencies regarding the <br /> <br />City's park and recreation facilities, policies and programs. <br /> <br />ARTICLE 1. SPECIFIC FUNCTIONS <br /> <br />1. As part of the Parks and Recreation Master Plan and leisure opportunities' <br />planning process: <br /> <br />a. Assist staff in analyzing existing and projected demand for parks and <br />recreation facilities throughout the community; <br /> <br />b. Advise on policies, guidelines, and programs to meet demand; <br /> <br />c. Advise on priorities for specific facilities based on pollcies, guide- <br />lines, and fiscal capability; <br /> <br />d. Assist the staff in preparing a financial program to implement the <br />Master Plan; <br /> <br />e. Monitor the Master Plan to ensure it remains relevant; and <br /> <br />f. Advise on Master Plan updates and amendments, and specific actions <br />to meet changing circumstances. <br /> <br />2. Receive and, as necessary, respond to public suggestions and concerns <br />within the context of adopted policies and plans as they relate to parks <br />and recreation opportunities in the community. <br /> <br />3. Advise staff and, as necessary, propose specific actions to the City Coun- <br />cil on matters as requested by staff or initiated by individual committee <br />members. <br /> <br />4. Respond to planning commission and council requests for advice and propo- <br />sals related to the community's parks and recreation facilities and <br />programs. <br /> <br />ARTICLE 2. MEMBERSHIP AND VOTING <br /> <br />Section 1. The Joint Parks Committee shall consist of six members: Two <br />councilors, nominated by Mayor, appointed by council, indefinite terms; <br />two planning com~issioners, appointed by Planning Commission, indefinite <br />terms; two citizens, 'nominated by Mayor, appointed by council, four <br />year terms. <br /> <br />Section 2.
