JOINT PARKS COMMITTEE ORGANIZATION AND BYLAWS The role of the Joint Parks Committee is to advise and assist staff the , Council, the Planning Commission, and other interested agencies regarding the City's park and recreation facilities, policies and programs. ARTICLE 1. SPECIFIC FUNCTIONS 1. As part of the Parks and Recreation Master Plan and leisure opportunities' planning process: a. Assist staff in analyzing existing and projected demand for parks and recreation facilities throughout the community; b. Advise on policies, guidelines, and programs to meet demand; c. Advise on priorities for specific facilities based on pollcies, guide- lines, and fiscal capability; d. Assist the staff in preparing a financial program to implement the Master Plan; e. Monitor the Master Plan to ensure it remains relevant; and f. Advise on Master Plan updates and amendments, and specific actions to meet changing circumstances. 2. Receive and, as necessary, respond to public suggestions and concerns within the context of adopted policies and plans as they relate to parks and recreation opportunities in the community. 3. Advise staff and, as necessary, propose specific actions to the City Coun- cil on matters as requested by staff or initiated by individual committee members. 4. Respond to planning commission and council requests for advice and propo- sals related to the community's parks and recreation facilities and programs. ARTICLE 2. MEMBERSHIP AND VOTING Section 1. The Joint Parks Committee shall consist of six members: Two councilors, nominated by Mayor, appointed by council, indefinite terms; two planning com~issioners, appointed by Planning Commission, indefinite terms; two citizens, 'nominated by Mayor, appointed by council, four year terms.
