IQo09 <br />fib} Community resource centers owned by public <br />agencies, but not limited to public uses. Locations <br />and a general description of the types of private uses <br />allowed must first be designated in adopted refinement <br />plans or adopted special area studies. <br />~c} Public buildings and uses such as, but not <br />limited to, government off ices, libraries, park and <br />recreation facilities, post offices, fire stations, <br />pump stations, electrical sub-stations district <br />offices, and schools. When an adjacent parcel is in <br />a residential district, a conditional use permit is <br />required for outside stockpiling and material storage. <br />td} The following uses when located an all or <br />part of public property that the governing body declares <br />is not currently needed for its original purpose. Such <br />uses shall conform to applicable performance standards <br />in sections 9.636 to 9.66. Traffic and parking im- <br />pacts and the capacity of adjacent streets shall be con- <br />sidered in the design and location of internal circula- <br />tion and parking areas, including entrances and exits. <br />If possible, school playgrounds shall be retained for <br />public use. <br />The process used by the governing body to deter- <br />mine whether a particular temporary use shall be per- <br />mitted on property not currently needed for its original <br />public use shall assure that neighborhood residents and <br />property owners in the subject area have the opportunity <br />to review and comment an the proposed use. <br />At least once every ten years, the governing body <br />that owns the property shall review its current needs. <br />If the property is again needed for its former public <br />use, it shall be re-converted to that use, in whole or <br />in part, accordingly. when public land is sold for <br />private development, the city shall rezone it according <br />to the procedure for zoning district boundary changes <br />beginning with and following section 9.668. <br />1.
