Whenever <br />any work far which a permit is required by Chapter <br />8 of the Eugene Code, 1971., or a technical code <br />has been commenced without first obtaining said per- <br />mit, a special investigation shall be made before <br />a permit may be issued for such work. <br />2. Investigation for a change of occupancy. <br />Whenever there is a proposed change in the use of <br />a building, structure, or land as defined by the <br />structural specialty code, or any change of use <br />under applicable zoning law which requires addi- <br />tional off-street parking or other physical up- <br />grading of the development in terms of paving, <br />drainage, screening wheel stops, etc., for the <br />new use, a change-of-use review and inspection <br />shall be made before a permit or certificate of <br />occupancy shall be issued for such change in use. <br />3. Preliminary investigation -.plan review. <br />Before issuing a permit, the building official may <br />examine all sites, structures, and buildings far <br />which an application for a permit has been filed. <br />4. Fee. Investigation fees shall. be estab- <br />lished by council resolution. Investigation fees <br />shall be in addition to plan review and permit <br />fees and shall be collected whether or not a per- <br />mit or certificate of occupancy is then or subse- <br />quently issued. The payment of investigation fees <br />shall not exempt any person from compliance with <br />other provisions of Chapter 8 of the Eugene Code, <br />1971, or from a double fee and any penalty pre- <br />scribed by law. <br />~ll~, Subsection 345 ~e}. - Requixed Building 2nspection, <br />is hereby amended by renun~beri,ng Subdivisions 4.
