ATTACHMENT D
Development of a river-side business park with UO.
3.

20% of the work plan is on neighborhoods. Associations often don't represent the
4.

breadth of people in the neighborhood. Maybe the Neighborhood Action Plan will
address those, but historically planning processes in neighborhoods haven't been real
effective.
All of the projects looked worthwhile.
5.

One thing that I really don't want to see is the moving of the entire police department
across the river - half on each side sounds more equal.
Infill compatibility standards- inconsistent with the community's larger planning vision.
6.

Comp/Metro Plan Update (non-mandated one - not sure why it's listed twice)
7.

West 11th Corridor Planning (not a high priority) - need to focus on downtown and
implementing Walnut station before getting distracted by west 11th . . . Resources will
only go so far, don't spread yourselves too thin.
Jeffries Metro Zone Change - never heard of it
None
8.

Neighborhood Action Plans: This seems like a solution in search of a problem. The City
9.

already takes on more challenges that we can afford and now we are going to go out to
neighborhoods and ask them what else we can do for them. This does not make sense
to me.
Mixed Use
10.

Not listed, but better/smarter use of the I-5 corridor to attract business and tourist
11.

I believe the ICS Task Force has developed some good information, but should not
12.

actually craft Land Use Code changes. I see their information as in integral PART of the
overall knowledge gathering, but not without broader study of environmental impacts
and property development implications.
Reduce neighborhood programs and grants and focus on "must dos"
13.

the climate and energy plan
14.

* Mixed Use Centers -- Should be re-examined. Instead of "top down" (working on sites
15.

identified as "potential nodes, regardless of feasibility), should be focused on locations
where there's evidence of economic activity that could be provided incentives to expand
and support MU. (Good example, is the area around Blair Island, i.e., the "Sweet Life
Center".)
* Neighborhood Action Plans -- These need much better focus on concrete benefits, not
just process improvements. Otherwise, this will consume a lot of PDD _and_ citizen
resources without commensurate benefits.
* Jeffries Metro Zone Change -- Not a priority.*
* Land Use Code Maintenance -- An overhaul is what's needed. Need a much more
effective strategy for approaching this work than we've seen over the years since LUCU.
Better strategic and tactical plan, and _much_ better execution than the MiCAP debacle.
* Comprehensive Plan/Metro Plan Update -- Duplicated below as "mandated" -- Should
be tied to steps that follow ECLA.
* West 11th Corridor Planning (collaborative) -- This needs limited resources focused on
practical outcomes.
* Eugene Comprehensive Lands Assessment (mandated) -- Needs immediate follow-up
to cover "scenario" approach that was trimmed from the 2009 work.
