<br />comprehensive plans and land use regulations, use the planning horizon in adopted local and <br />regional transportation system plans (TSP) or a planning horizon of 15 years from the proposed <br />date of amendment adoption, whichever is greater.” <br /> <br />In determining whether there is a significant effect, Level of Service D (LOS D) is considered the <br />minimum acceptable level of performance for the three impacted City of Eugene facilities. <br />Performance standards from the Oregon Highway Plan (OHP) are applied to state facilities that are <br />located in the Eugene-Springfield metropolitan area. The OHP requires a maximum volume to <br />capacity ratio (v/c) of 0.80 for these facilities. Thus, v/c of 0.80 is considered the minimum <br />acceptable level of performance for the three impacted ODOT facilities. <br /> <br />City of Eugene and ODOT staff was consulted in the scoping and development of the TIA and <br />generally agree that the analysis methods used in the TIA are acceptable. Based <br />on the TIA, the worst-case scenario under the current designation/zoning would generate 5 trips in <br />the AM peak hour and 24 trips in the PM peak hour. Based on the TIA, the worst-case scenario <br />under the proposed designation/zoning would generate 218 trips in the AM peak hour and 286 <br />trips in the PM peak hour. “Trip” is defined as a single directional vehicle trip that has one origin <br />and one destination. “Peak hour” is defined as the four highest contiguous 15-minute traffic <br />volume periods. <br /> <br />As stated in the applicant’s TIA, as a result of the proposed plan amendment, the following existing <br />transportation facilities will be significantly affected, as that term is defined by OAR 660-012- <br />0060(1)(c)(C): <br /> <br />th <br /> 1.
