Serving as the eastern gateway to Eugene, the Walnut Station area is a pedestrian- friendly neigh- <br />borhood rooted in a strong sense of place and offering a tangible sense of community. Its vibrant <br />character reflects the diversity of residents who live and work in the area and makes it a model for <br />neighborhoods across Eugene seeking new models for how to grow responsibly while promoting <br />the values residents have come to cherish:' <br />Developing the Vision <br />Developing the plan and imple- <br />mentation tools to bring the vision <br />described above to fruition came <br />about through a creative, collabora- <br />tive approach with its foundation <br />based on community involve- <br />ment. In additional to meeting the <br />City's acknowledged provisions <br />for citizen involvement, there were <br />additional processes that sought <br />to maintain community involve- <br />ment and participation throughout <br />the several years it took to create <br />this plan. There were a variety of <br />community involvement activities <br />and processes throughout various <br />stages in the project, roughly out- <br />lined below; <br />Community Involvement <br />■ Issue Group meetings with neighborhood groups, property and business owners, and transit <br />customers, August & September and October 2005. <br />• Three Public Open Houses (June, September, November) in 2005 <br />• Steering committee created August 2005, with Eugene Planning Commission, the University <br />of Oregon, Lane Transit District, Oregon Department of Transportation, and the Governor's Of- <br />fice to provide advisory input on the project through 2008. <br />• Technical Advisory Committee I (TAQ formed in July 2005, to guide the project and insure <br />interagency coordination through 2008. <br />• Stakeholders Group. In 2008, the City brought together a stakeholders group with representa- <br />tives from the Fairmount Neighborhood Association, the Chamber of commerce, the Universi- <br />ty of Oregon and the city of Eugene. This group was convened by the Chamber and provided a <br />forum to discuss issues and to mediate concerns between stakeholders as the plan developed. <br />This Stakeholders Group was recognized for its collaborative efforts and given an award by <br />Mayor Kitty Piercy in January 2009. <br />• Technical Advisory committee 11. A second TAC was created in 2008 with representatives from <br />each Stakeholder Group, interdepartmental city staff, Land Transit District, and the State of <br />Oregon. This committee reviewed and edited the form based code. <br />• Three open Houses events were held between January and April 2009. <br />• Three -day design charrette in April 2009. This was an interactive and iterative process over the <br />course of three days where the objective was for stakeholders and citizens to come to consen- <br />sus regarding the desired urban form for different areas within the Walnut Station Specific Area <br />Plan. <br />• Fairmount Neighborhood Association. The Fairmount Neighborhood Association created a <br />Walnut Station subcommittee which met regularly throughout the process. Members of the <br />subcommittee were included in the stakeholders group. Staff met with the subcommittee and <br />the neighborhood association on several occasions.
